The problem might not even be with urandom at all, but something that is
initialized directly after that.

When I moved away from the stock slack 12 linux kernel to my own, I
started from scratch, built an inventory of all the hardware and
chipsets on board the machine, then designed a kernel config to match
it, and then trimmed out a lot of crud from the kernel that didn't need
to be there, I didn't use any old .config files.

Good idea. I'll try building 2.6.21.5. I'm also trying 2.6.24.4 on my normal
machine. I've already compiled kernel on this machine from the slackware
stock kernel so it should work.
