How do I type lower case accented letters on the G4? I've just transferred a
load of Spanish text and all the accented letters come out upper case.

Depens on what you are typing them into. Keyboard viewer is your friend
in most cases.
The trick is to use the so-called dead keys.
opt-e followed by another letter gets ? (I hope our news readers agree
on alphabets)
opt-u and another gets umlauts e.g. sch?n
You can see the other dead keys with keyboard viewer. It is one of the
best hidden utilities on OS X.
System Preferences?International?Input Menu. Select Keyboard viewer and
Character Palette while you are at it from the top panel, then click
"show input menu in menu bar" at the very bottom of the pane.

Back at your application, click the keyboard viewer on from the menu
bar and play with option and shift option keys. Some of the keycaps in
the viewer will highlight. They are the dead 'uns.

What application is this in? And does it have an Upper/Lower case
function?

Depends on the accent. You can type `? directly over characters on the
keyboard such as ? which is option-e e, the first part being the accent
and the second part being the letter (only for vowels ?????), and also ?
which is option ` then the letter.

To see which these are you can use switch the keyboard viewer on in
system preferences->International->input menu. You can then select the
keyboard viewer from the menu on the main menubar. This lets you see
what character will come out for a key when you hold option down.

As previously mentioned, probably some font issue

get the most useful mac utility ever- and it's still going strong- PopChar

it displays all characters of the current font from the menubar. click on the
one you want and it pastes it into your current application. At the same time
it tells you the keyboard shortcut.
