What's the best small linux distro for booting up very quickly to a text
console on a very old and slow PC, that can be installed with no
X-server, and has a reasonably generous set of linux commands?

Personally, I use http://ltsp.org/, for just such a job. It can be
configured to boot up in text mode. You can then throw away your legacy
disc, and enjoy the full command set on your server. As always, YMMV.

I don't know what the best (that's very subjective), but Debian has no
problems installing text only, and you get - well, everything..

I think all distros can be used without installing or running X; some have
a 'server' option in the installation routine which will make that the
default set-up. "Core" claims to be a minimal installation to which
additional 'stuff' can be added as required to create a thoroughly
customised set-up, and to be suitable for old PCs (i386).

Play with <http://distrowatch.com/search.php> :))

Slackware's good for light installs.

But even the latest Fedora should work for you - depending on what your
exact specs are. Fedora offers the option of text-only installation.
