Everything is with respect to the state of the dark matter. The state
of which is determined by its connections with the matter. The state

Correct. More correct is the state of the matter, including the state
of the dark matter displaced by the matter, is the preferred frame.
Pressure exerted by displaced dark matter towards matter is gravity.
