If you use the phone a lot, maybe 3. If you spend £21 on a Stretch21
bundle you get 700 minutes/texts, making that 3p/minute or text, with
the catch being that you have to use it all in a month. There's
also some lower priced Stretch bundles with smaller numbers of
minutes.

If you don't use the phone enough to make this interesting, however,
then 3's regular prices are sort of average (though their EU roaming
rates aren't bad) and avoiding 3 might be better if the deal they're
offering isn't particularly hard to refuse. For example, in their
typical fashion, I've yet to find anywhere on 3's website which spells
out the conditions under which 3 will cancel a little-used PAYG account,
though the Terms and Conditions hint that keeping a SIM alive involves
topping it up periodically (with the period unspecified) rather than just
using the service occasionally. If the exact policy is there they
have hidden it well, it seems like they want it to be a surprise.

Video calls to other network mobiles - 50p per minute
Minimum call charge - 10p per call
Voicemail retrieval (provided you've got airtime left) - Free

Those rates are for "Pay As You Go", "Daily Bonus" is cheaper at 15p
per minute, YMMV.
