The WDK is this year, the last DDK was aproximately 4 years ago. The WDK
supports 2000, XP, 2003, Vista and 2008. The WDK is like the DDK a set of
libraries, headers, samples, tools and documentation.

That means you didn't install everything. The installer lets you choose
which sections to install.
