I deleted a user without backing up her PST file. Is there still a way to
retrieve this?

This is an Exchange question, not Outlook. Here is something that may help
you in the Exchange community:

http://www.microsoft.com/communities/newsgroups/en-us/default.aspx?query=accidentally+deleted+user&dg=microsoft.public.exchange.admin&cat=en_US_801e3bda-e4db-473e-b4af-67fe7d13cc8c&lang=en&cr=US&pt=&catlist=&dglist=&ptlist=&exp=&sloc=en-us

Unfortunately, we do not run Exchange. We download messages from our POP
mail into Outlook and then the messages are deleted from the server. I tried
a system restore to yesterday's date, but could not get the PST file. Is
there a recovery program that will do this?

Did you delete her user folder under Documents and Settings? And empty the
recycle bin?

This is a Vista PC and it lists the accounts under Users/ App
Data/Microsoft/Outlook folder, there is no PST data file.
