How can I utilize Project to determine my crew size if I know my task
durations and budgeted hours for each task?

Estimate the Duration, then throw the Resources that you think you might
need at the Task.
Then check the Work Table.
If the hours are more or less than your budget hours, decide what to do
about it, such as reduce or increase the Resource units.
This includes the possibility of revising the budget.
