You can hide the Task Bar completely, and then add a button or menu item to show the SIP (soft keypad). I'll push netiquette a bit by mentioning that our company makes a product that should do all you want. It lets users enter data using barcode scanner, physical keyboard (when available), SIP, or a software keypad we provide.
