"Kiosk Mode" is a common term for such lock downs. So you will get
some useful leads if you use google to look up
kiosk
in this newsgroup.

You can hide the Task Bar completely, and then add a button or menu
item to show the SIP (soft keypad).

I'll push netiquette a bit by mentioning that our company makes a
product that should do all you want. It lets users enter data using
barcode scanner, physical keyboard (when available), SIP, or a
software keypad we provide. And it can hide the Task Bar completely.
