Separate numbering for each section

Microsoft Word 2003
I've been using this program for several years and suddenly it won't open. The problem started with being unable to open documents, now the program won't open at all except to say Word Document 1 etc. at the bottom of the screen, which won't open even a blank document. How do I change the default paragraph format for bullet lists?
I have set up my default paragraphs in Word in metric units (i.e. default tabs are 1cm).
