Trying to get DOT NET for PPC 2002.
I get something about compact framework which tries to install straight
on XP. But XP already has a bteer DOT NET. right? huh? what?

Typical behavior for a Pocket PC program is to install the "installer
program" on the PC, which then "syncs" the program onto your mobile device
when it's connected.

So you aren't really installing .NET 1.0 on your PC- you're installing an
installation program on your PC that will place .NET 1.0 on your PPC.
