I am trying to synchronize my hotmail using outlook but it shows me the above
error and I cannot receive or send out any mails. Can anyone help me?

i am not sure if my account is a paid account but i paid to upgrade to
hotmail Plus. Does this considered as a paid account?

Can you access the mail from the web? I'm curious if it's a server issue

yes. i can access the mail from web. the error will occur when i click
send/receive mails. and its something got to do with error in downloading
headers.
