I downloaded pictures from a disk on to a new computer and I think they are
not matching up with what is on the remote website. Can I delete those files
that show "conflict" on my local and publish the files from the remote
website back to my local?

No need to delete them, publishing will overwrite the files. When using
a new computer it is always advisable to publish all pages in one
direction or other to get the local and remote websites back into synch.
