I have Norton Internet Security but prefer Windows XP Home firewall with
Norton firewall turned off. However, Win firewall is always off at startup
and must be manually turned on. Cannot find way to keep firewall on. Any
suggestions?

Dump Norton Internet Security! NIS will always take over and it will
shutdown Windows XP SP2 firewall.

You probably won't find any. Norton software generally insists on taking
over a system when it's installed and sometimes plays poorly with other
software that you'd also like to use.
