They seem to be classified as hazadous waste, but a
few charity shops still accept them for recycling, so
it's worth enquiring.
Put toner recycling into Google UK for a few pages
on the subject, including those who recycle for charity.
AFAIR HP also have a scheme, I think one of
my boxes had a leaflet inside giving a freepost address.

Drill and Fill. TonerRefillKits.com in USA is good, but I don't know
who sells in UK. You can refil about three times before something else
wears out, usually the doctor (wiper) blade.

Seriously, it depends upon where you live and what services exist there.

You can have it refilled and reuse it.

Many stationary stores will take them (they sell them to refillers).
Some will even give you a coupon for a couple bucks toward something in
the store, or a free ream of paper.

Some charities take them also to sell for refilling.

HP takes them back for free (and in some cases will pay for postal
costs, in certain countries. Some countries legislate that they must be
taken back by the manufacturer.

Many locations have freecycle lists where you can offer items you don;t
want for free and someone may want it for parts or to refill. Go to
freecycle.org to find out if there is such a list in your location.
