I need to change the original owner/creater of a project to a different
manager. When I edit project properties via the web it shows owner, but the
only names listed are admins. I tried making the person I want to change to
an admin but the system will not save the changes. I can't find any where to
make the change in Project 07.

Open project with other manager's login. Publish it again. The person who
publish become the new PM
