I would like to keep the toolbar configuration from changing every time I
open office 2003 apps. Is there a way?

The toolbars in Office remain in the same position always. However, add-ins
will change how the toolbars display since they are notoriously unkempt in
their programming to set the toolbar position. Adobe is especially bad at
programming add-ins for other programs.
