I'm developing a piece for a law company that entails explaining lots of chunks
of legal jargon. Unfortunately, the learners have[i]Text[/i] to learn it.

Does anyone have any ideas about how I can make the learning interactive so
that it's not just like a glorified Powerpoint presentation?

Depending on what the subject is, you could present it as a series of
scenarios. Are they learning what they are supposed to do in certain
situations as a result of legal principals?

Scenarios is a good idea. An even better way to present those is with
video - if their budget allows for it. Present the information with a
video demonstrating a specific concept. Then as a quiz, play the video
up to the point where the user has to make a decision. After their
decision, you could either continue with video that relates to that
decision, or just inform them of the likely result of that decision.

Or perhaps you ask the user to click a button, person, or object as soon
as they see something that runs counter to the information you just
presented.

However and again, video is expensive.

As an alternative, if you have the resources and/or skills, you could
present much the same via animated characters instead.
