Is there a way to have, what is hand written in the input panel, converted to
text and have the MS narrator speak what was written?

Have no specific experience with this, but any application that converts
typed text to speech should work with this... i.e. open that app, then
input to it using the handwriting input of the tip rather than a keyboard.

I can get the input panel to convert the hand writing to text but can I get

I have zero experience here, so, since no one else has responded, will
suggest googling for text to speech forums which will probably have the
answers to the nuances of the process.
