Let me point out the following four things:

1. Anti-virus programs are far from being equally good. You haven't
told us which one you use, and unfortunately some of the most common
ones are among the worst.

2. Even if you used the best anti-virus program, none of them is
perfect.

3. Even if you found and used a *perfect* anti-virus program, it was
only perfect when it was last updated. Every day there are new viruses
in the field that weren't out yesterday.

4. Viruses are only one of the kinds of malware out there. To protect
yourself, you need to run both anti-virus and anti-spyware programs.

What third-party firewall (if any)?

4. Has a(nother) Norton or McAfee application ever been installed on this

What happens if you load IE7 in its no add-ons mode? Perhaps you have a
badly coded add-on that refuses to unload and keeps IE7 running. See
what happens when you don't load any add-ons you installed for IE7 and
then try to close IE7 normally.
