I receive the error "The enterprise resource cannot be checked out at the
moment. Please try it again later" when modifying enterprise resources under
Admin.

I had our database administrator change the PROJ_CHECKEDOUT field to zero to
see if the problem was that it was checked out, but that didn't work.
