What video cards/converters can take an MPEG4 video stream, preferrably in a
transport format, with audio (5.1 channel surround), in any standard format
(European or North American), and output this in a standard video output like
HDMI or analog component? This is not an application for the primary video
being used as the user interface for the computer. But if a standard video
card can do this job while being fed this formatted A/V stream, that would be
fine as long as it can coexist with the user interface video.

I also need a capture card/converter that takes in video and feeds the same
MPEG4 transport stream to the computer software. And it would be preferred
to be able to set the GOP (group of pictures) size value (I would use 1 if
it can be done). The intent is to "slice and dice" the video frame by frame.
So the audio needs to be divided up by the same GOP size.

In summary, what I need is a way to get video (with audio) in, in a standard
compressed format, that can be sliced up preferrably at single frames, and
output that same video/audio (maybe selected or juggled frames) converted
back to an outside video transport (such as HDMI) apart from the graphical
user interface. An "I-frame only" MPEG mode would be good.

I don't intent to decompress the video in the software running in the CPU at
all. Instead, the software will be feeding selected frames out. For example,
it might feed out every 6th frame to achieve playback at 6 times normal speed.

I may attempt to do a minimal thumbnail video conversion of some frames to
show selected frames of the video in the user interface. The thumbnail size
would be one pixel per each DCT block, so it would be a simple conversion that
only involves taking the lowest frequency sample out of the block and using it
as the thumbnail pixel value. A 1280x720 video frame would appear as 160x90
or smaller, and a 1920x1080 video frame would appear as 240x135 or smaller.
