Does Microsoft have any tools which will allow ISO files to be mounted?

I have an application in an ISO file and don't want to burn it to cd/dvd
before installing it.

Yes.

I suggest other tools though.

Now is a great time to point you to one of the easiest ways to find
information on problems you may be having and solutions others have found:

Search using Google!
http://www.google.com/
(How-to: http://www.google.com/intl/en/help/basics.html )

Examples:
http://www.google.com/search?q=mount+ISO+Microsoft+tool
.... which may lead to:
http://download.microsoft.com/download/7/b/6/7b6abd84-7841-4978-96f5-bd58df02efa2/winxpvirtualcdcontrolpanel_21.exe

My suggestion:
CloneDrive
