I've occasionally seen strange mouse cursor behavior on some websites with
java script issues. Presumably you are seeing this elsewhere as well.

Could be the mouse battery, if your mouse uses batteries.

Could be system resources slowing down your computer.

How long since you ran Disk Cleanup?
Copy and paste %SystemRoot%\system32\cleanmgr.exe
to Start > Run edit box before clicking OK.

Finally, I would select the tab named PERFORMANCE in the Task Manager to
check your CPU usage.

If it's a wireless mouse it's batteries might go dead soon...

Otherwise it might be a virus scanning program locking up the processor ! ;)

1: Right-click "My Computer", then "Properties".
2: Choose the "Advanced" tab. Under "Performance" click "Settings".
3: In the Performance Options window, click > Advanced.
4: Virtual memory, click on > Change.
5: Make sure you are in "C" drive & select > System managed size.
6: Click on > Set & then OK.
7: Continue clicking OK, to close down the pages.
8: Reboot & check again to make sure you have done it right & the
settings have stuck.
