Because you made some sort of mistake.

Asking in a tech support newsgroup for the database software Microsoft Access,
and not even indicating WHAT program's product key you mean, isn't going to
get you much in the way of useful help.

Please find a newsgroup for whatever program it is you're trying to install,
and post enough information that someone who's not looking over your shoulder
might have a chance to understand the issue.
