I need to know whether microsoft has a full fledged msdn link for .NET

Depends what specific information you require. Information on the class
library is integrated with the full .NET Framework 3.5, individual classes,
methods etc are marked with whether they are supported in the Compact
Framework (a PDA icon in lists and listed at the bottom of pages about
specific functions). If you are after more general information about
programming with .NETCF there is the Windows Mobile center at
http://msdn.microsoft.com/en-gb/windowsmobile/default.aspx
