I'm looking into getting a new system for home use. Mostly it will be
internet usage (web browsing, email) with a bit of development on the
side. I may play a few games on the system but it won't be anything
cutting edge (no DX10 for me any time soon and no Vista either.)

My plan is to get an Intel based system and run Windows XP on it. I
will be bringing over an IDE based DVD burner and hard drive, but I
also plan to get a new SATA HD drive too. I may bring over my Hercules
Fortissimo sound card depending upon whether the new motherboard has a
PCI slot and the quality of the on-board sound (assuming the new MB
has on-board sound.)

So any suggestions on what motherboard/CPU combination would be best?

Looking around I see a wide variety of prices and options. I wouldn't
mind getting a Wolfdale processor, and was looking at a dual core
since it has a larger cache and sells for about the same as the 4MB
cache C2Ds. However it looks like they are in short supply since
NewEgg put them on back order. Also there's the price drop that's due
next week which may change up what the best combination is.

Any way, I can figure out the processor once the price comes down and
I see about availability but I'm not sure about which motherboards are
the best at this time. I don't need a loaded motherboard (which is
probably good since it seems there are issues with them right now
based on the Newegg reviews I saw.) So any suggestions you have would
be appreciated.

I just put together a system just like you are talking about.
gigabyte board ga-945gcm-s2c 55dollars
msi 8500gt 256 mb video 55dollars after rebate
2 gig of 667 memory 50 dollars
Samsung sata dvd burner 30 dollars
case and PS 50 dollars
320 gigabyte sata hd 89 dollars Seagate barr 16mb cache
core2duo 2.4 allendale 140 dollars

purchased all parts from newegg.com
this system will do everything you want plus.
you may want to consider a better board if you want to go
to a core2quad.
