Running Windows XP, and wondering if there is a place or option in Internet
Explorer where I can set it to open as a full window. At present, IE opens as
a partial window. Just can't find a setting for this. Thanks in advance.

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.

Create a new shortcut on your desktop that uses this command line:

cmd.exe /c start "Internet Explorer" /max "C:\Program Files\Internet
Explorer\IExplore.exe"
