I cannot forward/reply to messages, It hangs and eventually I have to delete
the message without sending it.

Create one rule to look for the first text and have that rule flag the message.
Create a second rule to look for a flagged message and reply to it with your
text.

Make sure the first rule is listed above the second rule.

Is there any specific error message and/or number? Are there any error
entries in your Application Event Viewer that are related to Outlook and/or
Office? Have you ever been able to reply to/forward email messages or not?
