Hello,
I have a quick question re PCIe.
Most new MB have two PCIe x 16 slots for dual graphics cards. Is the second
slot restricted to graphics card use or could I put another PCIe card in
there for a different function (when other x 16 cards are eventually
released).

You can use that PCIe slot for 1x and 4x cards as well.
