Any one can tell me that how I can create application which directly
communicate with raw IR port in PDA so that i can use PDA to
communicate with other IR product and also tell me which platform and

Please tell me List of Palm OS in PDA devices with a specific
processor can allow an application(which application)to directly
access to raw IR or through SIR to IR Port.

If you are really serious about this, try joining the developer program at
either PalmSource or PalmOne.

For Palms (at least, the older 68K ones):

This will give you an idea of what it would take to mess with the
IR port in raw mode.
