WJZ has obtained the charging documents for Officer Gahiji Tshamba. The
suspended Baltimore City police officer turned himself in early Sunday
morning after an intense police manhunt.

Derek Valcourt has details on these major developments.

Police say late Saturday night, Tshamba contacted his attorney and
surrendered at Central Booking where he now sits in a jail cell.

The officer stands charged with the murder of 32-year-old Tyrone brown
outside of a Mount Vernon night club last week.

"It's a lot of comfort knowing that justice has been served for my
brother and will be served for my brother," said Labelle Scott, victim's
sister.

Prosecutors issued an arrest warrant for 36-year-old Tshamba Friday
night after consulting with police.

A spokesperson says they plan to argue the officer be held without bail.

"Any life lost is a tragedy, and the circumstances surrounding this
particular young man are particularly disturbing," said Margaret Burns,
City State's Attorney spokesperson.

The circumstances spelled out in charging documents state the victim was
unarmed when Tshamba fired 13 shots with his service weapon.

Though police had reported nine bullets hit the victim, the autopsy
revealed he was struck 12 times, upsetting to those who knew the victim.

"That is just ridiculous for you to fire that many shots against an
unarmed man," said Allison Streaker, victim's friend. "And then you were
close range. That's uncalled for."

"He served two tours of duty and survived, came home to get executed,
and he didn't deserve that," said Cheryl Lawrence, victim's cousin.

The shooting happened one week ago near an alley after Tshamba and his
girlfriend left a nightclub in the Mount Vernon area.

Witnesses say the victim inappropriately touched Tshamba's girlfriend,
upsetting the then off-duty officer enough to fire his weapon.

Tshamba refused to take a breathalyzer test, and so far, he made no
statements to detectives about what happened.

Tshamba is awaiting a bail review hearing scheduled for Monday.

He faces a first degree murder charge, a crime that could earn him the
death penalty.
