What app do I need to reduce an image file, ie make it lower
resolution, so that I can email it to some friends with a very slow
internet connection? can iphoto do this?

I don't know about iPhoto, but the previos poster was right, Graphic
Converter is the best image app for mac:
http://lemkesoft.de/en/index.htm

But someone recently told me there is already an app on OSX that does it:
ColorSync Utility.app in the "Utilities" folder. I believe you can create a
filter to save images with more jpeg compression for a smaller file. I think
you can also resize the picture too.

You can also use Preview. When you save as JPEG there is a Quality
slider that will give a file if you select low quality.

If you are mailing the file, there is a size control at the bottom of
the send page.

Apple's own mail application has the ability to reduce the size of images.
When inserting an image into an email you can then and there choose to reduce
the size.

Yes. iPhoto even has an "email to friend" menu item that will export
the image to a more manageable size. The other suggestions in this
thread are also fine, but if you want a quick and painless pointy-clicky
way w/o any additional steps, the iPhoto way is fine for sending snaps
to friends.
