Not true.
It works on paper also. It is just not called Digital ICE, Digital ICE is a
trademark name that belongs to Kodak.

There are software programs that perform the same functions as Digital ICE
on paper scans.

Polaroid has some software programs for dust and scratch removal.

The type of scan you do might make a difference. It seems some
versions, such as grayscale might show more than black & white
bitmap--this of course would depend on your system.

You might also try putting clean paper across the fold (in front)to see
if it hides without being obvious.

Digital ICE works by scanning FILM with an Infra-red channel of light
that passes THROUGH the film (and it does not work, even as "Digital
ICE" with films that are IR opaque) . It is true that other firms use
this technology by other names because "Digital ICE" is a trademark, but
that TECHNOLOGY (by any name) works only with film .... it does not work
with paper. There are other "enhancment" technologies that can be used
with paper, but not the technology called "Digital ICE" (by that or any
other name).

Have you tried scanning the doc with the FULL version of Adobe and
utilizing there "line art (black and white)" option?

Recall somebody in this NG explaining a way to do this in greysacle (i.
e., any image software) by modifying the compression type for TIF, however
I do not recall the procedure.
