Please help me out on this… I'm now going to put/assigning resources/roles to
my project. The overall project has an agreed/contracted total amount of WORK
of 236,000 hours having a milestone finished date for every main tasks.

- The project is a construction type having a FIFO (fly-in / fly-out)
rosters for all the resources.
- Each resource have different FIFO rosters having a 2-weeks ON and 1-week
OFF. So it means each resource has its own work calendar.
- Current total resources to be assigned are 50 electricians and 10
boilermakers.
- A task will have an assigned number of electricians or boilermaker working
or only an electrician or only a boilermaker assigned to it.
- The actual name of resource assignment is varying in reality, for example
a task has an assignment of 3 electricians and 1 boilermaker, but these 3
electrician and 1 boilermaker can be anybody (from the pool of 50
electricians and 10 boilermaker). The reason for this is that the supervisor
can call an electrician or boilermaker assigned originally to Task A then
transfer him to help on Task B. So it means a pool of resources are
dynamically being assigned to a particular task! How complicated!!
- At the end of the day each electrician or boilermaker will enter into
their timesheet (paper only) and put in the actual hours they worked and in
what particular area or task was that.

1. Problem is how to assign a resource or a role in those specific tasks???
2. Should it be assigned by just a generic role or assigned by specific
names of electricians/boilermakers! How can it be done?
3. How to review the resources? If we want to forecast how many more
electricians or boilermakers to hire in the next few months to meet the
milestone deadline, how can it be done due to this scenario?

With a project like this, FIFO etc, I think you are in Western Australia.

I would start with Resources named:

Electrician 1
Electrician 2
..etc
..etc
Electrician 50
and Boilermaker 1 - 10 as above

Make a calendar based on the FIFO roster for each real person and match each
real person to one and only one of the resources.
Or just name the resources with 50+10 real people's names.
Then assign them individually to individual tasks as usual.

Let the supervisor do whatever he wants (he will anyhow) even though it
amounts to disregarding the plan in pursuit of some whimsical short range
on-site juggling.
Collect the actuals, ie what tasks which real people actually worked on and
when and for how long.
Collect the actual start and finish date of every task.
Find out from the supervisor every morning whether he intends to follow the
plan that day and if not what changes will he propose to make (before he
makes them).
Find out if the supervisor knows about CPM and understands why the critical
taks are more important than the others.
There is always a strong argument for moving resources off non-critical
tasks and onto critical tasks, but not vice versa, and you have to know the
difference and also how long the non-critical tasks can be delayed, ie
sacrificed, to concentrate on the critical ones.
If there is a plan based on the tasks and the availabilty of resources, and
then the plan is disregarded and resources are diverted away from the tasks
they were assigned to, to other tasks, without coordination, you are faced
with an execution problem, not a planning problem. ie the supervisor should
be executed. Seriously, though, execution has to be according to plan.
Otherwise, why bother with the plan in the first place. You could just
provide a list of tasks and leave it up to the supervisor to deploy the
resources anyway he thinks is ok. Of course the project will go pear shaped
and be untrackable if you do, but that is where this is headed. Perhaps the
supervisor doesn't know how or why to read and follow the plan.

Alternatively, you can ignore the FIFO roster and just know that you have
minimum x electricians and y boilermakers always on site.
Then just have two resources called electricians and boilermakers set to x
and y max units repectively.
So, the total may be 10 and 50 but you may only have 5 and 35 minimum always
on site, so 500% and 3500% max units.

Then just assign numbers of electricians and boilermakers to the tasks.
eg, task electricians[200%],boilermakers[500%].
