I know you can do it via Action Settings when in presentation mode. I want to do this as there seems no way to have a macro run when a new presentation is created without having to create and install an add-in to trap the event.

The one way I can think of, without resorting to an Add-in, is to create your macro in an empty presentation, then using the Tools/ Customize facilities put the macro on a toolbar that is in view by default and finally save the empty presentation as the blank.pot template (SaveAs and select design template). The next time PowerPoint is opened (loading the blank template) the macro is also loaded and positioned on the toolbar. Of course, this is true only if the macro security setting allows it - probably set to Medium, so that it prompts the user as to whether to disable or enable macros - which is an obvious, but needful, nuisance. Are you saying it won't work because the blank.pot would need to be distributed to the users? If so, whatever is done, it will require some sort of distribution. How else would a user gain access? They may already have their own blank.pot as well.
