You probably don't need it if you're only using softsynths, and it's not even strictly required for hardware synths, though it can help make managing patches much more user friendly if you have mappings for your stuff. One thought if you can't find it in the installation directories would be to just try creating a blank file with that name (in your SONAR software directory) to see if that will at least avoid the error message. No clue on why it's gone missing, though. I also wonder if in SONAR 6.2 and 7 it may have been moved out of the SONAR directory to the user-specific folders as part of the Vista-oriented conventions?
