It should probably be turned off while working on its former disk. What exactly do you see in left window of Disk Utility for the disk (when the right window says "Select a disk, volume or image")? If you select the physical device itself there, as in (example: 53.7 GB IC35L060AVER...), and not the logical name (example: Time Machine), then select Erase from the options on the top of the right window, then using the Options... button (to the left of the Erase one) and select "Zero all data", then click ok (on that drop-down sheet) and Erase - does that work?
