I am unable to open OL 2003. This started last night after my PC rebooted
unexpectedly. OL tells me to repair the .pst file, but scanpst does not
recognize it as such. I tried importing an older .pst file but no luck. I
have removed all Office programs, removed the folder, rebooted, reinstalled,
and to no avail. I also tried a system restore.

Any ideas what may be happening?

Make sure you close Outlook before using scanpst. It can't recognize the pst
with Outlook open. If that doesn't work, try "detect and repair" on Help menu
in OL.
