It sounds to me like that first argument should be a single cell -- not a range
of cells.

That means you would have 7 different formulas in 7 cells that use:

=vlookup(c114, ...
=vlookup(d114, ...
=vlookup(e114, ...
...
=vlookup(i114, ...
