Anyone got a suggestion for a basic to intermediate level book
covering wide area network protocols and design? It does not have to
include syntax to configure Cisco routers.

Wow, such a generic question.

Anything by Cisco Press is really pretty good. There'll be dozens that
match your request, you'll have to narrow it down some first, search
their catalog?

There's a few in the Addison Wesley tech pro line that are good.
The Stevens books on TCP/IP are good.

Ie. the classic general networking books.
