WLAN in phones, is it a hradware of software? say if my phone does not
have it, can i install it somehow... or i have to buy new phone?

By "WLAN" do you mean Wi-Fi? If so, you need hardware, and need to buy
a new phone if the one you use now doesn't have it.

I think he means tethering. If so, it might require a combination of
software and hardware (for interface with computer).
