The PERT Analysis toolbar has the Calculate PERT button.

Right click on any toolbar, select "PERT Analysis" from the list to
activate the toolbar.
BTW, you may not have heard, PERT 3 duration scheduling has been largely
discredited due to the fact that it's statistically unsound. If you want do
the same basic thing in a statistically sound way, use Monte Carlo
analysis. There is third party software which will integrate with Project
to do this. I imagine you can still find it by googling.
