The crux of the matter is this, when I try to install DW8 on windows 98, I
recieve an error message that says:
The WINDOWSINSTALLER-KB884016-V2.EXE file is linked to missing export
NTDLL.DLL:NtOpenProcessToken when it attempts to update my windows installer.
Since the windows installer update fails due to this error, the installation of
dreamweaver cannot take place.
I've checked what appear to me to be the obvious things, NTDLL.DLL exists in
my windows/system folder and I've attempted to install in safe mode. I've
checked with the windows website for a newer W98 installer but there doesn't
seem to be one.
Although Dreamweaver has installed without a hitch for me on both XP and
Win2000, for various reasons I want to keep this computer operating on Win98.
Are there any solutions to this problem, or perhaps if there are links to an
earlier version of Dreamweaver that I could trial to test if they work on a
Win98 machine?

Dreamweaver 8 will not install on Windows 98. You must have Windows 2000 or XP.
