I had always thought my Mac OS X.3 had the capability to run .exe
files. However, when I put in a CD with .exe files to install a
software package, it does not seem to run .exe. How can I get it to
work?

..exe files are Windows applications or executables (hence the .exe), so
no they will not run natively on any version of MacOS X.

To run it on a PowerPC Mac you can use a emulator (VirtualPC), and to
run it on an Intel-based Mac (under MacOS X 10.4.x then) you can use
either BootCamp to boot under Windows instead of MacOS X or a
virtualization software like Parallels'

to run MacOS X and Windows simultaneously.

No Mac has ever run .exe files natively. No Linux box either. You appear
to have a Microsoft only CD. Check the packaging and/or documentation.
You do have options that are usually more expensive than the CD you're
trying to install.
