SafeSquid: Content Filtering Internet Proxy, has introduced
economic service plans, for those who are interested in deploying
SafeSquid free or commercial edition, but have technical or time
constraints.

You can now hire the experts to do the implementation for you
and save your time and the required learning curve.

Sure, it can block skype, provided users do not have any direct access
to the net.

Well not sure what the above means, if the user is using a skype wireless
phone, they can, of course, be prevented from accessing the network, but if
they are already connected to the wan, skype can go and come as http over
normal ports but it's always encrypted; I'm not an expert but it's designed
to be unstoppable as AFAICT it is. Voip is not so difficult
