OK - i found the answer:

When you export the menu to html code there is an options button.

Under that options button there is a table tab which has a choice of "space
with". I had chosen (or maybe Fireworks defaults to?) "1-pixel transparent
spacer"

When i changed the choice to "single table - no spacers" the spacers
disappeared - problem solved.
