itunes software program or if I can just select a group of mp3 files
from my hard drive and drag them over to the ipod ?

Yes

I use iTunes all the time to edit the mp3 tags, and sort the tunes in
the way I want and then copy them to my iPod. iTunes is a very helpful
tool.

As I recall, the iPods come with the current iTunes for both Mac and
PC. At least my iPod shuffle did.

You can treat your iPod as a hard drive and move files of any type to
it, but you won't be able to play mp3 files unless you load them onto
the iPod with iTunes.
