I have a IPaq 3850, it's connected to a desktop machine via USB
cradle. The desktop machine is connected to a router for internet
access. So with this setup, how do I set up my PDA to surf internet
from pocket IE?

Assuming ActiveSync is running and you are connected to the desktop via AS,
PassThru should "just work". No further configuration should be needed.
