Years ago when using win98, there was no such delay. How can I make this
delay go away? Does it have anything to do with NTFS? Would it speed up if I
have a domain controller?

I understand that the machine running Windows XP experience slow to browse
My Network Places/shared folder in peer-to-peer Workgroup Environment. If I
have misunderstood your concerns, please feel free to let me know.

Before we go further, please help me confirm the following information.

1. Can the issue be reproduced on all the machines running Windows XP in
the LAN?
2. Please verify if the issue also occurs when logging to Windows XP with
Administrator account not limited user account.

Based on my experience, I would like to provide you with the following
suggestions:

1. Please ensure you have latest Service Pack and Hotfixes installed.

2. Please disable/uninstall all firewall applications between two machines
temporarily. Can the issue be reproduced?

3. Alternatively, you may attempt to open the shared folder via UNC share:
\\machine\share. Is it slow?

4. Please enable a policy to disable the auto-creation of the shortcuts per
article 242578.

Are you using any DNS or WINS resolution or simply relying on the good ol'
workgroup functionality ?

I have no idea how to use DNS or WINS. Those settings are untouched.
The LAN is set up as workgroup. Please tell me more...
